IRP in Wisconsin – What is the Meaning?

IRP stands for International Registration Plan. It refers to a cooperative agreement for registering vehicles or fleets that travel in two more member jurisdictions. All states (except Alaska and Hawaii) and ten provinces in Canada are members of this plan. The program’s sole intent is to support highway infrastructure and provide safer and more efficient highways in all member jurisdictions, including Wisconsin.

How Are IRP Fees Calculated?

For you to operate in other member jurisdictions, motor carriers must register in their base state or province and submit IRP fees every year. The International Registration Plan fees often vary based on the jurisdictions traveled, the weight of the vehicle, etc. They calculate fees by multiplying each jurisdiction’s registration fees by the percentage of miles traveled in each member jurisdiction in which you (the registrant) are registered.

Who Can Apply For Wisconsin IRP

To declare Wisconsin as your base state, you must have an established place of business here or be a Wisconsin resident. Proof for both is required, and your vehicle must meet the following requirements:

  • A motor vehicle with 2 axles and a registered GVW of over 26,001 lbs. and more
  • A power unit with at least three axles, regardless of weight
  • Used in combination, when the weight of such combination is 26,00 lbs.

If you’re planning to register for IRP in Wisconsin, you may be required to fill in any of the following forms depending on your individual needs:

  • The Schedule A/E & Schedule B for new accounts.
  • Schedule C for changes to an existing account
  • Schedule F for adding jurisdictions to an existing account during the registration year.

Like in most other states, IRP registration renewal in Wisconsin is done annually. Renewal applications are sent out 90 days before the registration expiration date.
