IRP Meaning

International Registration Plan (IRP) is an agreement among contiguous states of the U.S. as well as some provinces of Canada. It typically allows commercial motor carriers to register and prorate their fees based on miles traveled in member states and Canadian jurisdictions.

IRP Virginia Registration

A Virginia IRP license plate allows your truck to operate in all member jurisdictions. The good thing about Virginia is that you don’t have to fax or mail your application. Using the Internet service (webCAT), you can simply enjoy a free full-service system which allows you to register for IRP effortlessly. For you to register your motor carriers in Virginia, you must first qualify to use the state as your base jurisdiction.

How Do I Know if Virginia my Base Jurisdiction?

To designate Virginia as your base state, you must:

  • Have an established business location in Virginia. It must be a physical structure owned, rented or leased by you, the fleet applicant.
  • Have a publicly listed Virginia telephone number that you can be reached at by the base state during regular business hours. It must be in the name of the fleet or you as the contact person.
  • Have mileage accumulated in Virginia by the vehicle or the fleet.
  • Have operational records of the vehicle or fleet in Virginia or be in a position to make them available in Virginia for audit.

Virginia IRP Registration Process

To register your vehicle or fleet in Virginia, you’ll need to title each vehicle in the fleet as the first step. Titling often includes presenting all the necessary documents, paying a few required fees, and recording the odometer reading accurately. You’ll then need to determine your type of operation. Simply put, this is specifying whether your motor carrier is private, rental or for hire. The International Registration Plan accommodates all three options. The next step – perhaps the most important – is submitting a Virginia Apportioned Registration Application.

Lastly, you’ll have to provide proof that the Heavy Vehicle Use Tax was paid to the IRS if your vehicle has a gross weight of 55,000 pounds or more. DMV will then provide you with an invoice. After you return it and make the required payment, you’ll get your IRP plates, apportioned cab cards, and decals.

With the implementation of the electronic credentials program, you no longer have to carry the cab cards. An electronic image on your computer, tablet or smartphone will serve you right every time you come across the law enforcement personnel.
