Oregon IRP Information

As a commercial vehicle operator in Oregon, you’ll find a variety of scenic highways from the desert country to the balmy coast with mountains, rivers, and forests in between.  With that in mind, you must be eager to get started. So, we will help by answering some of your questions about IRP and how it applies to your business.

What is IRP for trucking?  The IRP, meaning International Registration Plan, Inc. is a registration reciprocity agreement between the US, the District of Columbia, and Canada that allows apportionable fees based on total distance traveled within jurisdictions.  Under IRP, drivers register with their base state, and the IRP apportioned plate allows them to operate in all jurisdictions.

Applying for an Oregon IRP plate involves meeting specific qualifications.  For instance, you’ll need to show that you have an established business in Oregon if this is to be your base state.  The business must be a physical structure with a street address. All operational records must be up to date and can be available at the location.  Also, employees must be conducting business during regular business hours.

You’ll also need to determine if your vehicles qualify for an IRP plate.  A qualifying vehicle is one that:

  1. Holds a design, maintenance, and use for transporting property or persons.
  2. Has two or more axles with a gross vehicle weight of 26,000 pounds or more, or
  3. Has three or more axles regardless of weight, or
  4. Is in use in combination with a GVW of such combination that exceeds 26,000 pounds.

You may need to apply for a USDOT number, and pay the Heavy Highway Vehicle Use Tax (HVUT).  Registering with the IFTA is another requirement you must meet before applying for the IRP plate.

Contact your base jurisdiction to find out about other forms that may be required.  

Renewing Your Oregon IRP Plate

The Oregon IRP plate must be renewed each year.  About 90 days before the due date, the IRP office will send you a notification with all of the information you’ll need for the process.  It’s important to point out that you must be compliant with all IFTA quarterly taxes and IRP fees before your renewal can be approved. You must also have a record of all mileage accrued in each jurisdiction on your route.  

In Oregon, you may process your renewal application online.  IRP renewal applications must be received at least 30 days before the due date to avoid delays or fines.
